Mechanism for members to propose policy

In the Red Earth Restructure Vision report that was unanimously passed @ https://www.loomio.org/d/0VMYSAON/red-earth-restructure-vision- there is a paragraph that states

"Participatory democracy will be included so that mechanisms will exist that allow ideas from the community to form policy after going through a clear process."

I'm adding this discussion and subsequent proposal to elaborate on this further for clarity going forward. Hope this is an appropriate place for it as I looked through the other sub-groups and didn't see anything that I thought was more appropriate.

Do you agree that members will be able to propose a policy that after going through a process forms an agreement made by the community that all stakeholders adhere to unless the policy is rescinded?

To become policy at least 60% of the membership should agree via a vote and before a vote, all stakeholders have an opportunity to give feedback.
