[post] New eID card with fingerprints

During the last Pirate Lab, a workgroup started working on the question of the new eID cards with fingerprints. The workgroup's objective is to publish an article about that.

Context
: the first ones have been issued for testing last tuesday in Lokeren. These new cards are made available in spite of the negative report from the Data Protection Authority .

[FR] : Lors du dernier Pirate Lab, un groupe de travail a commencé à travailler sur la question des nouvelles cartes d'identité électroniques avec empreintes digitales. L'objectif de ce groupe de travail est de publier un article à ce sujet.

Contexte : les premières ont été publiées pour être testées mardi dernier à Lokeren. Ces nouvelles cartes sont disponibles malgré le rapport négatif de l'Autorité de Protection des Données.

I have a déjà-vu: fingerprints are considered unsafe in regards to identity-theft, they are very easily reproduced and can't be used as a stand-alone method for verification. In this way we are asking for a large scale identity confusion. Unless that is the intention my advice is negative and I think it's also in contradiction with your rights as a civilian as described in the GDPR.

Secondly they give an incentive to the executing force in our nation to start systematic actions that violate the privacy and wellbeing of our citizens and gives unbridled power to start large scale 'control' actions of a system that should be regarded as unsafe in the first place. Ofcourse it will be sold as a safety measure but that is no excuse anymore in this day and age, where the modern technologiy has a constant overview and monitoring power.

A thought about this, although there doesn't seem to be a lot of interest here. Why have ID-cards at all? If I'm not mistaken, in some countries like the US, UK, Canada, citizen's aren't required to have an id-card at all. Is this something we can bring to the debate as PPBE?

I didn't think of specifying it when I posted an update last week, but this proposition of article is from 1 year ago (when the new ID was experimented in Lokeren), I just thought it was still relevant today. Seeing the pad, it's a very big article and it will require time to write all that :D

In parallel, there is other very recent news about biometric data (face recognition but also fingerprints). A European Citizen Initiative has been launched asking for a ban on biometric surveillance practices. It has just been officially registered by the European Commission a few days ago :

As far as I can tell, the organizers have now 6 months to open the process of collecting signatures (it's not possible to sign yet, I don't know when the collecting will begin). I don't know if we should include that in a - too long - article, or make a separate article now but it's not very interesting if signatures aren't open yet.

Je n'avais pas pensé à la préciser quand j'ai posté l'update la semaine passée, mais la proposition d'article date d'il y a 1 an (quand la nouvelle ID était expérimentée à Lokeren). Je pensais juste que c'était toujours pertinent aujourd'hui. En voyant le pad, je vois que c'est un très gros article et qu'il faudra pas mal de temps pour rédiger tout ça. :D

En parallèle, il y a d'autres infos très récents à propos des données biométriques (reconnaissance faciale mais aussi empreintes digitales). Une Inititative Citoyenne Européenne a été lancée demandant un bannissement des pratiques de surveillance biométriques. Cette initiative vient juste d'être officiellement enregistrée par la Commission européenne il y a quelques jours :

De ce que je comprends, les organisateurs ont désormais 6 mois pour démarrer le processus de collecte de signatures (ce n'est pas possible de signer déjà maintenant, et je ne sais pas quand cette collecte débute). Je ne sais pas si nous devrions inclure ça dans un article - déjà trop long, ou faire un article séparé mais c'est peu intéressant si les signatures ne sont pas ouvertes.
