Definitions and rules of regional/language communities

Definition (and possibly renaming) of these elements (RUG/RUC/UCR); Selection of a person to take care of this part and start working with the "RUG" until community election.
(RUG: Regional User Group
RUC: Regional User Community
UCR: User Community representative)

To make it bit more clear:

Each RUG can have 3 leaders elected by that particular community.
They communicate with all OMA, but also have a special person (could be in Council or not), who helps and coordinates all RUGs - that is UCR (has to be a member of the association and is elected by community (rules need to be defined)). He has to have a strong participation in forum, work with the RUGS and bring information, expectations, desires, to council of OMA. He is a kind of coordinator/provost.

Portuguese speaking community is large and very motivated, we hope for their help to move this whole topic of "regional users groups" forward - first, by making it working great in their own field:).
RUG should be autonomous, self managed, help openmandriva and constribute to her, and OMA should provide them what they need to help them grow and help OMA grow- together.

UCR should be the bottleneck of OMA to work with all the existing communities, ask them for ideas, suggestions, integration possibilities of their structures, for example, sometimes they have their own repos, why is that, why don't they contribute to the main repo? what's the bottlenecks, etc.. also provide them with artwork and artwork guidelines, and a space on our community wiki, forum, etc to spread.

Here we need to have a discussion about definitions (and renaming) and rules of elections, so that we need less time for discussion during council meeting.
First ideas or self-proposal for UCR are MOST WELCOME!!!

Strongly agree. A good and well-driven community needs representatives that understand regional needs such as translations, system behaviour, applications and so on. You guys can count on me if needed

I would not go for "Regional Language Communities" - it does not mean much, but rather for Native-Language Community. Otherwise I'm fine with this.
