Co-operative
Collective

How about:

Local government = 當地政府
Advocacy group = 倡議團體

感謝兩位提供意見，「地方政府」跟「倡議團體」的確是比較適當的!

@anthonyliu 這些是不考慮上下文的分類名稱，是該領域人的就會知道的名稱或是英文語境下的社會常識，但要確定在中文語境下的實際對應是甚麼。

About "Collective", I think it is context sensitive and I am not sure about its meaning in the context of discussion forum like loomio. That is why I am asking for context...

Based on #2, the terms Collective and Co-operative needs to be translated in a way that they can be distinguished descriptively and let the reader aware them conceptually.
