one of 2014.0 specs needs Council decision:

Provide a method for download and installation of the DVD libraries (libdvdcss)

Is libdvdcss legal?
llibdvdcss is a library that can find and guess keys from a DVD in order to decrypt it.
This method is authorized by a French law decision CE 10e et 9e sous­sect., 16 juillet 2008, n° 301843 on interoperability.

NB: In the USA, you should check out the US Copyright Office decision that allows circumvention in some cases.
VideoLAN is NOT a US-based organization and is therefore outside US jurisdiction.

My suggestion is to include libdvdcss into main repo and on ISO.

While I don't disagree by principle, I think it's important to take in account Colin's opinion (or anyone in a country concerned by legal problem with libdvdcss)

I think restricted repo is the best place for this package.

I don't think having it in the cd is going to be much of an issue. How many people are going to take the cd out and put a dvd in to see if it will play? I don't see that happening much.

Part of the problem previously was that this library was named in such a way that it wasn't easily found in the restricted repo. This has been corrected. I think it's a bit over the top putting it in main. I would suggest keeping it in restricted and adding information as to it's location and legality to the release notes or to a splash screen within the installer. I support it's supply but I think it should remain in restricted.

IMO it should go on the iso (and therefore has to be in main) for usability - people expect to be able to play a DVD when they insert it (of course with more and more people turning to filesharing networks anyway, DVDs are starting to be irrelevant, so IMO it's not as big a deal as it was a decade back).

I think it should stay in the restricted repositories.

It is a legal issue, so best to stay in the restricted.

And when setting up repositories, the restricted is set as default, so it's very simple to run the update to get all desired rpms.
