Proposal to Recall Tim Willard as National Committee Delegate

At the Feb. 24 MGP CC meeting, a proposal was made and accepted to recall Tim Willard as one of Maryland's representatives to the National Committee of GPUS on the basis that Tim made inappropriate remarks on the national committee listserv about trans women, for which he later apologized.

FYI the bylaws state that a quorum is a majority of state party officers plus a majority of recognized locals. Just having seven voting members doesn't necessarily mean you have a quorum

There were people from Baltimore City, Allegany County, and Anne Arrundel. Howard county does not have representation on the CC and does not count for quorum which means only Montgomery county was not present.

The Allegheny delegate is also an officer. He can't count as both.

There were three officers present, the treasurer, the secreatry, and a membership coordinator. given that you resigned that is 60% of the officers.

I second both motions by Thomas Flynn and note that the MGP bylaws say nothing about recalling an NC delegate. PS-I've been consciously queer since 1965, identify as trans since 1989, and started my activism in the mid-1970s as a feminist and out lesbian; I am an expert on such matters and can speak for myself.

We had agreed that evidence would be presented in an email to the MGP and that recall language should be added to existing bylaws. We should address those and then hold our vote.

I support trans rights. All people should be respected and protected. There are some legitimate issues between feminists, lesbians and trans people that should be discussed seriously and with an open mind. Unfortunately if anyone attempts to raise these issues they only get labeled and condemned.

A student in Annapolis, Hope Taglich, recently contacted the
MGP by phone to say that she wants to establish a chapter of the Green Party in
Annapolis. She’s a student at St. John’s
College and will graduate in the spring but expects to stay in this area. She’s also getting a certificate in Paralegal
Studies from Boston University and plans to work as a paralegal. She’s been a volunteer for several community
service organizations in recent years including the AOC campaign in 2020. At the moment she’s an unpaid volunteer with
the City of Annapolis.

In addition to starting a Green Party chapter here, Hope
plans to run for the Annapolis City Council.
She sees several key issues:

Housing Authority equity and fair operations: she believes that the Mayor has not delivered on
his promises related to this Authority.

·
Community gardening: there is great potential for neighborhood
gardens.

·
Zoning Issues.

The next general elections for mayor and city council will
be on November 2, 2021. A primary is scheduled for September 21, 2021. There’s
not much time to prepare since the filing deadline for this election is June
26, just three and a half months from now.

It’s a reach, but she is smart, dedicated and
energetic. If she can organize a corps
of volunteers from the college and bring in some key people from neighborhoods,
she could make a credible run. I am no
expert on Annapolis politics but I believe that anything is possible here if
there is vision and energy. The Mayor is
popular and the Democrats have a lock on most city politics, but there is room
for a new voice with sound ideas.

Hope and I agreed that we should have an on-line meeting to
get things started with her and some friends.
I will work with her to organize and run the meeting. It would be helpful to have a couple of volunteers
from the State Green Party to participate, ideally:

1.
A State Party rep to give a brief overview of the state and national
platforms and how a local organization could fit into those platforms, how a
local program could relate to the State effort, and the “candidate
qualifications” that the Electoral Committee is preparing (15 minutes).

2.
An active Baltimore GP person who can talk with enthusiasm about the
experience of the party there and how it participated in the recent election. This would simply be an introduction to the
subject. It would be up to Hope and
others to follow with more detailed questions about organization and
implementation (20 minutes).

We see introductions and brief presentations of about a half
hour, followed by discussion of maybe an hour.
The entire session will be just a
starting point for more detailed discussion, planning and coordination.

Several dates are possible:
March 16, 17, 18 (evenings, starting 6:30 or 7:00).

All feedback to this message is welcome, and we’d appreciate
suggestions for and from volunteers who could participate in an initial
meeting.

Hello,

What is the status of this proposal? On Tuesday morning, Margaret posted a notice to the listserv about blocking concerns and her interpretation that blocking concerns must include an explanation. That night, Virginia posted a blocking concern with a lengthy explanation of why she is blocking the proposal. I have seen no response. 

Should we assume that this was accepted as a valid blocking concern and the proposal is blocked, or...?
