Should Safety Trump Privacy?

Justice Minister Amy Adams has outlined a raft of possible law changes. Most are just redressing existing laws that are not being implemented. However one suggestion is to change the privacy laws so that safety concerns trump privacy concerns. This means it would be easier for doctors to report concerns and allowing police telling someone their new partner has a history of violence. Here we have a conflict of rights. The right to privacy versus the right to life. There is also the point that state institutions have a duty to be transparent
