Proposal to NC for election of co-chair of the Accreditation Committee

After getting feedback from other members of the AC we have amended the proposal to request the AC to direct an election of only one of the two co-chair seats, the seat held by Tamar Yager whose term ends on Dec. 31, 2018. This direction from the NC is needed because Tamar has claimed she was elected to a two year term when the record shows she was elected to a one year term.

I am going to post this to Loomio for a vote. My hope is we can hold a vote quickly, in one week's time.

SUBJECT/TITLE: Call for Co-Chair Election in GPUS Accreditation Committee

TYPE OF PROPOSAL, EXPECTED APPROVAL THRESHOLD: Proposal does not fit into proposal types described in Sections 6-2.1 through 6-2.3, per Section 6-2.5. Co-sponsors recommend a majority of all ‘yes’ and ‘no’ votes cast for passage.

REQUESTED PROPOSAL DECISION-MAKING TIMELINE: Co-sponsors request a shorter discussion period of one week, given that a speedy return to authorized Accreditation Committee work would be of substantial benefit to the GPUS.

BACKGROUND AND PURPOSE: On November 26, 2017, an election in the Accreditation Committee was held based on instructions from the Steering Committee, stating that the voting period for co-chairs would end on 12/3/17, and one co-chair would serve a term ending 12/31/18, and the other co-chair would serve until 12/31/19.

Section 3-3.1 of the GPUS bylaws state, “All committees shall have two co-chairs who serve staggered two-year terms, unless otherwise specified by the National Committee in the Committee Rules.”

Accreditation Committee Policies and Procedures, Section 2. Leadership, state, “The co-chairs shall be elected by the membership of the committee yearly or when a vacancy occurs either at an in person meeting of the committee at the yearly meeting of the GPUS CC or in an online election to be conducted using Ranked Voting.”

Therefore, an election for the co-chair seat whose term ends 12/31/18 should be scheduled immediately, as it is a one-year term.

The current co-chairs incorrectly assert that the terms of both seats end on 12/31/19.

PROPOSAL: Upon passage of this proposal, the Accreditation Co-chairs are instructed to immediately post a call for nominations for co-chair on the Accreditation Committee listserv, with 7 days for nominations, 7 days for discussion, and 7 days to vote, using the ranked-choice voting method specified in the GPUS bylaws for committees (Section 3-4 Internal Elections) and counting one vote per individual. No fractional voting is to be used. All members duly appointed by their states or caucuses are authorized to cast a vote, regardless of date of appointment. The Accreditation Committee members are empowered to conduct the vote if the co-chairs do not post the call for nominations or otherwise execute the vote within 36 hours of passage.

IMPLEMENTATION/TIMELINE/RESOURCES: Immediate implementation upon passage.
