Sector of landlord

A change to the information collected on sector of landlord (who households rent from) is likely because in the future it is expected that some social housing will be provided by community agencies, iwi, and hapū. The information collected currently does not cover these types of landlords.
The number of additional categories required needs to be determined (eg one additional category covering community agencies, iwi, and hapū, or one new category for community agencies and another for iwi and hapū.) Factors to consider when determining this include customers’ needs and the ability of respondents to provide the level of detail customers would like.
Our current recommendations relating to sector of landlord
- We recommend that sector of landlord be included in the 2018 Census with changes to include other housing providers not included previously, such as community agencies, iwi, and hapū.

Last year the General Social Survey (GSS) team at Statistics NZ consulted on the topic for the GSS 2016 supplement. One of the topics considered was housing and the physical environment. Within this one of the aspects identified by submitters was a need for further information in relation to social housing providers. Amongst the suggestions made by submitters included the following addition (in bold) to the current response categories within the sector of landlord question:
If nobody who lives here owns this dwelling, who owns it?
• private person, trust or business
• local authority or city council
• a community housing organisation who charges the household less than market rent
• a community housing organisation who charges the household an income related rent
• Housing New Zealand Corporation
• other state-owned corporation or state-owned enterprise, or government department or ministry
• don’t know
Leaving aside consideration of whether community housing providers currently number in sufficient quantities to enable data to be output robustly if split across more than one response category, we would be interested in what people's thoughts are on whether people would be able to readily identify if they were being charged a market related or income related rent as tenants?

Would that split just add to the confusion about sector of landlord in the social housing sector? There was a significant (~20%) undercount in HNZC properties, so the social housing sector already has significant issues in reliability of data. How likely are people to know whether the community housing provider is receiving money from the government or not? I would suggest 'community housing organisation' would be sufficient in itself, with other surveys/admin data being able to split out between those who charge less than market rent and those that charge an income-related rent (and receiving the IRRS).

I agree that the market/income-related rent split adds confusion. However, 'community housing organisation' is not sufficient, because HNZC describe themselves as such. How about 'Other community housing organisation'? or 'Other community housing provider'

I’m not sure. I’m sure that
iwi- or hapu-providers would like to be able to quote census data for the number of people they house, but so would all the other ‘Other
community housing providers’. On the other hand, the overall number of households housed by
iwi- or hapu-providers (and other ‘Other
community housing providers’) is relatively small, at least according to HNZC.
Antony Kennedy at HNZC says that
they own about 98% of the stock in the social housing market and that the other 2% is shared between local authorities and non-government providers such as charitable housing
trusts.

Inclusion of landlord is "Housing NZ", "Local council housing" and "Other community or social housing" would help us because we are interested in older people and their housing situation, especially if living alone & in social housing such as council housing. We also want to be able to count & describe those in retirement village settings. Most of these are licence-to-occupy or owner-occupied, but some are rented and in the future demand for communities of rental accommodation will likely grow given population ageing.
A measure of overall self-rated health would make a great addition to the census with respect to the latest discussions about housing quality and the growing evidence about how actively improving housing improves many health outcomes. Wow! - the power of the census then!!

Also you may be interested in building on this discussion in Housing Quality where a lot of new measures of housing quality have been suggested. I have posed a question whether a self-rated indicator based on an aspect of housing quality would be useful eg housing warmth during winter.
