GEOS development: pay Strk to work on finishing precision support in GEOS

Pay strk (Sandro Santilli) to work 10 hours for finishing GEOS precision support patch.

In order to be able to integrate Sandro Manis (Sourcepole) work on geometry error testing and fixing (see also http://blog.sourcepole.ch/assets/2015/foss4g2015_new_qgis_functions_for_powerusers.pdf) it is necessary to improve GEOS to allow handling of precision support. There is a GEOS patch (https://trac.osgeo.org/geos/ticket/713) from Sandro Mani, but it lacks proper reviewing and testing.

Strk (Sandro Santilli) could finish that patch and provide tests. His estimate is 10 hours of work. He could do the work for the next QGIS LTR version (2.14) and would release it with GEOS 3.6

I support useful development payment by the project. But I also would prefer, if development is payed by those who need a feature until it is really working in QGIS and the project can pay for for release bugfixing, ITmaintaining, meetings, docs, ...

I think this improvement to GEOS will have a far reaching effect on our user base, since the Geometry Checking tools that it will facilitate is absolutely awesome.

This feature was paid by a client who works with QGIS enterprise. As such, it was not part of the contract to make it work with QGIS master. While Sourcepole made an effort to also port this to QGIS master, the problem is with GEOS. While QGIS enterprise can ship a patched GEOS, it is not so easy for QGIS master.
