Authorizing the establishment of an Overdose and Infectious Disease Prevention Supervised Drug Consumption Facility Program by a community-based organization to provide a place for the consumption of preobtained drugs, provide sterile needles, administer first aid as needed, and provide certain other services; requiring the Maryland Department of Health, in consultation with the local health department, to make a certain determination on a certain application based on certain criteria and within a certain period of time; etc.

Allegany County has been ranked top 5 worse counties in Appalachia facing the opioid epidemic.

I have some concerns that this bill uses a "good idea" instead of a "grassroots" approach to public health. I have talked with several community advocates, organizers, and residents who want to make sure that they are included in the process. Their fear is that like methadone clinics these sites will be inserted into neighborhoods with little to no community involvement.

I am not convinced that the bill creates bottom up harm reduction, and am very concerned that it uses a top down approach.

In a vacume, I support safe injection sites and will likely ultimately vote yes on this proposal, but i do want to raise this concern about this bill, because specific concerns have been brought to me about it.
