Each Circle has "Delegates" rather than "Managers"

This has been discussed and agreed upon within discussions on Loomio at least a couple of times. I'm not sure everyone got the memo though. So I will make the proposal and make it official.
This will uphold SOL's democratic principles by eliminating the pre-conceived hierarchical ideas that surround "Management".
