Challenge 1: school grounds

The motion:
> Incentivise local authorities to open school grounds to communities in non-school hours.

Sport England makes some funds available for sporting facilities but that’s very targeted on particular types of schools (primary and colleges)) and sports (more here.

The problem at a local level is the cost and who takes responsibility for what is happening. There are caretaking issues around vandalism and damage and health and safety issues meaning that the grounds will have to be checked before the children use them again. There is a big question around who is liable if something goes wrong and another one around who locks and unlocks the gates/access etc.
