Do it like Geekzone - Always allow people to contribute BUT if a policy is closed the user must also write a breif explanation about why they want the thread to be reopened, then only after moderator approval does the post get made public. Then only that post creates a measurable follow on of dicsussion does the time get reset.

You need to email somebody. I emailed membersatinternetdotorgdotnz in the Internet Party and they fixed it for me.

And, yeah, you need to join the groups.
