Deepening the ladder of engagement to give citizens more opportunity to take action in others ways beyond clicking "sign" is a key success factor is a sustained movement.
How might we use 21st century tech to do this?

I have no idea but I'd love to know! It's a real challenge to get people to move beyond click and flick. I always want to go deeper into the engagement funnel to "going and meeting with your MP" but I also understand you have to bring people along, as some will never get there, but others will, they just need to build confidence and overcome reticence/reluctance/apathy/disempowerment.
