There are a few folks around who aren't happy with what councils do with their rates money. I've been kicking around the idea of an optional rates increase that gives you ability to fast track projects in your local area. I'm wondering if there is an appetite for this in NZ - http://www.citizinvestor.com/

what about crowdsourced funding? setting up give-a-little accounts (or similar and appropriate) for each project

One source of income once its up and running is to apply the social enterprise model, and design tactics for paying clients. Once these are up and running the clients could take on, and scale with assistance as needed. Tackling wicked challenges fills your kete with a bunch of wicked tools.
