I would just change 'to' to 'that' and add 'a' before 'collaborative'

Like Steve, I would change it to "... a collaborative ... that empowers ...". And I'm not sure if "communities" should be plural (but don't feel strongly either way).

I like the suggestions of changing to "...a collaborative...that empowers". I would suggest we leave "communities" as plural, to encourage the ideas of diversity and inclusion.

To me it still has a lot of long words strung together. "Technological" gives me the most heartburn. I know we want to integrate technology into how we collaborate and how we can address regional challenges. We also have the intention of thinking out of the box and bringing ideas in from all over. What about, "Cultivate a thriving tech-forward region by building collaborative and social infrastructure to empower our communities while enhancing our quality of life." I don't feel strongly enough to block but do feel like we're still not quite there.

I agree with Tracy's point of intention and bringing in ideas, i.e a bit more emphasis on a tech-forward regional identity.
