Repealing the authority for the issuance and execution of a no-knock search warrant; providing that a search warrant may not authorize an officer executing the warrant to enter a building, an apartment, a premises, or a place to be searched without first announcing the officer's purpose and authority; authorizing a search warrant to be executed only between 8:00 A.M. and 7:00 P.M.; etc.

4. Barring Police from Supporting White Supremacist Groups

HB 0088 Prohibition Against Certain Affiliation or Support by Police Officers (Acevero) Requiring the Maryland Police Training and Standards Commission to prohibit police officers from affiliating with, supporting, or advocating for White supremacist groups, ideologies, or causes or participating in or actively promoting a certain extremist group.

5. Universal Basic Income for Youth in Transition

HB 108 Universal Basic Income for Transition-Age Youth (Acevero) Establishing the Universal Basic Income for Transition-Age Youth Program in the Department of Human Services to provide for the economic security of individuals aging out of the out-of-home placement program; providing that payments made under the Program may not be considered income or resources for purposes of determining eligibility for certain benefits; and requiring the Department to report annually on the Program to the General Assembly.

I propose we add HB 1104, which specifies that all alternative voting methods adopted by counties and municipalities be in strict compliance with the Federal Voting Rights Act. I consider it a "friendly amendment" and an important correction.
