How should we support those who are out of work?

Very few people are incapable of doing anything.
For those out of work, community jobs are provided, such as cleaning up, painting and helping the elderly. In return, they earn 'unemployment pay' at minimum wage.
This means the community benefits rather than just the individual

We can't sustain our present spending. It's not fair that people who could work, choose not to.
