Processing/GRASS: pay Markus Neteler for his GRASS 7 improvements
Markus Neteler has updated his earlier GRASS GIS support in Processing (see https://github.com/qgis/QGIS/commit/72457b331f1682350b631b4f585b5ce158ca1127) subsequent to the release of GRASS GIS 7.0. According to github statistics, this recent upgrade consisted of modification in 64 files with 168 additions and 208 deletions.

The work consisted in
- checking each interface file in processing/grass7/description
- identify those no longer existing in GRASS GIS 7
- update all remaining file to the current parameter API (GRASS GIS 7.0 is LTS)
- testing
- Various updates related to OSGeo-live 8.5 release, see OSGeo SVN and

Amount of work: 2 days
Rate: 80 Euro, M Neteler is VAT exempt according to Italian law.
Total amount: 2 days * 8 hours * 80€ = 1280 Euro

Hi Andreas. I just wanted to clarify whether there was pre-agreement to pay Markus for his work or not? I am very happy that we pay him for his very useful fixes, but also cautious that we do not create a precedent where people come to us after contributing some improvements and ask for payment.

It is probably partially my fault and partially Markus. I talked to Markus that QGIS.ORG has certain funds available for development. Then I did not hear back for a while and then he already did the work. There was a lack of communication.
I'll promise, that it won't happen like this again - and if PSC does not agree, I'll pay this out of my own pockets ...
