Upgrade TinyMCE to 4.0
Rather than decouple TinyMCE, let's upgrade it to TinyMCE 4 in 3.2
TinyMCE 4.x will be included in the next minor point release (3.2)

This proposal is to gain agreement that TinyMCE 4.x should be implemented in SilverStripe 3.2. If agreed, I will also go and update the feature request around this sitting currently in UserVoice to communicate to a wider audience our intentions (heading towards some kind of roadmap type thing).

this will be a nice tangible step forward for the CMS, I'm in support of this.

The RTE really needs an update. As others have said, it looks like Word from 1990.

@simon15 agree, thought I think that is perhaps just the way I started using is, which is perhaps not intended. Perhaps if we agreed to start a discussion with a positive proposal i.e. one where we are attempting to gain agreement on some action, talk about it a bit and then open up for a vote to try to get consensus.
If a round of votes gets a disagree or a block then that signal we need to discuss more to work out the details better. Think it comes down to how we want to use it a bit.
