Both options are ok to us. More importantly is 1) the health and other sectors will have to align to the changes made by Stats NZ, prospectively and retrospectively; 2) alignment of boundaries between DHB, local boards and TAs.
It is important to know what the MoH thinks about the SAs including their willingness to change domicile to SA, how the DHB are defined (by SA1 or SA2), system and operational challenges to the change from area units/domiciles to SAs.
