Endorse Special Elections Bills SB 10 and HB 103

There are two Bills in the General Assembly that call for a constitutional amendment that would institute special elections in Maryland.
SB 10 and the crossfile in the house HB 103 call for a constitutional amendment that would have a special election for seats vacated prior to the presidential election cycle.
This bill would have temporary appointments prior to the special election and would have appointments for vacancies after the presidential election.
My proposal is that we endorse these bills as an expression of grassroots democracy. I also think we should advocate that there should be annual special elections on a set date each year (even if this bill does not do that)
Endorsement would mean the MGP will
1)Issue a statement in support
2)Sendout email action alerts
3)make social media posts
in addition to that the MGP may decide to:
1)Submit testimony
2)Encourage members to write op-eds
3)Campaign for the ballot issue if this makes it on the general election ballot.
