Kolme lisätietokysymystä:

1. Explisiittinen varmistus siitä, että EI olla sitouduttu muuhun, kuin palkkakuluihin 49 k€? Että EI ole niin, että meidän pitää kyetä kirjanpidossa osoittamaan hankkeen kuluina myös tuo 21 680 Euroa, joka on erotus EU contributionin ja Total costin välissä.

2. Sama kuin Tarmolla, eli ehdotuksessa sanotaan: "toteuttamaan kuvattua teknistä kehitystyötä" niin tuon kuvauksen voisi linkata tänne.

3. EU tukien maksuaikataulu - tämä ei vielä vaikuta tähän päätökseen, mutta tulee eteen sitten, kun on joku saatu rekryttyä ja pitää tehdä työsopimus, jossa sovitaan palkan maksuista.

Nestan Francesca Bria joka on koko hankkeen hankepäällikkö, vakuutti että omaa rahaa ei tarvita. Francesca on huomiotaherättävän hyvin sisällä EU-kuvioissa, ja käyttää ison osan työajastaan EU-vaikuttamiseen. Samaa vakuutti omien kokemustensa puolesta OKFN puolesta hanketta vetävä projektipäällikkö. Nämä on siis suullisia eksplisiittisiä varmistus siitä, että ei olla sitouduttu muuhun, kuin palkkakuluihin 49 k€.

Maksu tulee heti kun saadaan tämä päätös tehtyä, rahat on jo OKFN tilillä.

Tuon 7kk jakaantuminen eri rooleille riippuu rekryprosessin onnistumisesta. Ihanteellisesti yksi henkilö.

Eli tämän Suomen koodaajan tehtävä olisi "The implementation of D-CENT's direct democracy module as specified in WP4.3 for the Finnish pilot case of the open social web for crowd-sourced democracy."

Nyt tällä hetkellä OKF FI maine kärsii paljon enemmän siitä että venytetään prosessia päättämättömyyttämme, kuin mitä ikinä kärsittäisiin jos vetäydyttäisiinkin projektista hyvästä syystä rekryjen rahoituksen epäonnistuessa.

Viivästys on toki johtunut OKFN projektipäällikön istumisesta tämän excelin päällä, mutta muun hankeorganisaation kannalta tämä on OKF sisäinen asia ja huomio on nyt OKFFIssä.

Nyt tuli Brysselistä Nestan EU-koordinaattorilta vastaus:

You are correct to note that the “total costs” is less than the “total EC contribution” and also that the full budget would have to be spent in order to receive the maximum EC contribution. This is because the amount of funding received from the EC will depend upon actual costs incurred by each of the partners. However, the project as a whole will never receive more than the total EC Contribution of €1,904,999.99.

All R+D activities are reimbursed at 75% - However, the amount received by OKFFI will be 120% of direct costs incurred. This is because, as a non-profit organisation OKFFI will be eligible to receive 60% overhead on all direct costs.

In general FP7 funds are received upon the approval of financial reports submitted at the end of each period. Except when a partner first joins the project they receive funds upfront from the Commission. These funds are termed “pre-financing” and the amount equal to 160% of the average budget (EC contribution) of 1 period of the project minus 5% of the total EC Contribution (This 5% is held by the Commission in a Guarantee fund until the end of the project). This prefinancing is purely to help with cash flow, the partners are not deemed to own this money until reports are approved by the Commission.

OKF already received pre-financing for the total OKF budget (now consisting of OKF and OKFFI) of €71,544.00 at the start of the D-CENT project.

As OKFFI are a third party of OKF it will be the UK OKF that is responsible for transferring funds to OKFFI and so this must be decided and arranged internally by the Open Knowledge Foundation.
