Feature - Renaming attachments

Can group coordinators please have rights to rename members' uploaded attachments? I find I can rename my own, but not others'.

Because the "Attachments" listing only offers a sort by filename it can be hard to find a particular kind of document, so strict file naming is the only strategy available for grouping items. Eg author name first, or YY/MM/DD date first, or 'img' first. Coordinators may want to do a little renaming to make this work.
