Political Systems (Agreement parties)

This is an idea i have brainstormed, about the political systems of today and the political system of tomorrow in a free world. Please share any ideas you have on this or tell me how it wont work.
The political system we have today is pointless in a free world. It is designed to only looking out for the big corporations and does not care for the need of people. The voting system is rigged and the leader is already chosen before a vote is even cast. The current political system is a money based system and its obsolete in a RBE (Resource Based Economy)/Free world. We need to make a new system, that takes over the old system and brings in an RBE with the technology available today. We need a new system that makes the old system obsolete.
I will start by calling what you would see as a political party, an Agreement Party (AP). Just so we can clarify the difference between the new and the old.
An AP will be only in charge of the city and not the people or a whole country. The people will be in control of themselves mainly. Countries wont exist anymore, because with a free world there is no borders. So AP's only need to look after the city its located in and not have to focus on a whole country. There is no limit to how many AP's we can have, everyone can have a say or create their own AP if they like and run for election.
A AP's main objective would be to keep the city running and look after the peoples/cities needs. like food growth and distribution, shelter, transport and the library of everything, all the things the city and its people will demand. It will also need to implement the technology to support an RBE and have a response team for safety etc. You can see the list below for things that need to be done in a free world. This will be the focus of the AP's.
People who share similar interests, or if they have similar ideas they agree with will form an AP. These AP's will be chosen by the people to sit in the city meetings. The city meetings are made up of different AP's from all around the city. The best AP we shall call for now GAP (Grand Agreement Party) of the city will be chosen by the AP's that sit the meeting. The city will have AP meetings to take place on a regular basis. These meeting will be open meetings and streamed live on the internet, that the community themselves can ask questions direct to the AP members. Nothing should be hidden from the public or kept in secret.
The GAP voted in by the AP's, will sit the head of the meeting and control the meeting. The GAP chosen by the AP's is also the GAP that represents the city in a world city GAP meeting. This is the only advantage an GAP has. Really all AP's should be working together in some ways. So everyone in the end will have a fair say. Majority vote rules type thing.
The world GAP meetings will sit all the major cities GAP's around the world, sharing resources fairly to those cities in need. So say we have America who makes a lot of corn but the country only eats 5% of it. The rest of the 95% can be thrown in the middle of the table and given away. Also Australia makes wheat, but only uses 10%. The rest is thrown in the middle of the table and shared to those in need. These world GAP meetings work out the supply and demand of each city, work out what city is most important to look after to least important and solve the issues that arise world wide. Food and supplies are sent to the cities in need first. Then to the not so needy. This is how i see the new politics of today working.

1. Banking, Taxation and Currency: the federal government decides how it will raise money by charging taxes and how it will spend money on behalf of Australian citizens. The federal government also looks after the nation's money system (currency) through its appointed body, the Bank.
- (AP)This is pointless and not needed in a free world. This is the main objective of today's political parties, take money out and it by itself almost makes politics of today obsolete.
2. Airports and Air Safety: looking after airports, air traffic control, and safety services at airports such as fire fighting services.
- (AP) This is something we will need to focus on.
3. Defence: the federal government has the responsibility of operating the country's armed forces.
-(AP) We all know that war is not needed and is costing countries billions of dollars every year. Many lives are lost and lots of suffering and death could be prevented by eliminating the need for war.
4. Foreign Affairs: the federal government, through the Foreign Minister, is responsible for Australia's relations with the rest of the world.
-(AP) City selected GAP meetings covers this, mentioned above.
5. Industrial Relations: generally disputes between employers and employees are dealt with under State laws. If the dispute, however spreads to more than one State, federal laws will apply.
-(AP) In a free world there should be no industrial dispute. Anyone making any product for the city is doing it for free. Once again this will be talked about and solved in AP meetings if needed.
6. Immigration: the movement of people into Australia is controlled by the federal government through the Department of Immigration and Multicultural Affairs.
-(AP) No boarders no need for this.
7. Postal Services: Australia Post, run by the federal government, operates Australia's postal services.
-(AP) Technology will take over this. Drones can be used for transport of items. Not an important free world topic.
8. Social Services and Pensions: paying pensions to the disabled, elderly and unemployed.
-(AP) Related to money. Not needed in a free world.
9. Telecommunications and Broadcasting: laws in relation to radio, television, the internet and satellite communication are all made by the federal government.
-(AP) Laws should not apply to Telecommunications and Broadcasting. If any laws need to be made it will be made by the vote of the people. Pointless.
10. Trade: through the Department of Foreign Affairs and Trade the federal government controls the import of overseas goods and the export of Australian goods.
-(AP) World City GAP Meetings are designed to solve these issues.
As you can see there is a lot of things the government focuses on today that is not needed in a free world. In a free world mining and gas drilling operations wont be needed and export of goods for the cities/countries wealth will no longer exist. Most logistics will stop as goods can be supplied in the city itself, with the technology implemented in the city for a RBE. Nothing should have to be imported or exported in a city with a RBE in place. If it has to then it should be shared fairly.
