Finding a balance: Social and economic outcomes of alcohol

There are clear positive and negative social impacts of alcohol, as well as clear positive and negative economic impacts. These need to be considered together to inform strategy and policy in a meaningful way.

This discussion will explore the relationship between the social and economic outcomes of alcohol, and seek insights about how Wellington might balance social and economic drivers as part of an alcohol management strategy.

Thanks Clinton it really helped me to understand words like off licence that I've been using all my life but never realised there was an on licence. Getting this sort of insight into the complexities of the supply of alcohol is useful for me.

This will be enforceable Code of good practice that includes: Trading hours, relationship and involvement with the local community, demonstrate the understanding of the impact of alcohol thats reflected in sales and promotion eg no single cans.

What i like about this is that the off license will experience the city that it serves in terms of a culture of expectation. It may not be legally binding but suggests an ethos that can be a reference for customers and staff.

Thanks Clinton for your comprehensive post. I agree with what you've said. The idea about off-licences contributing to external event security & services, is one that is worth considering.

Regarding the code of practice - is this setting the minimum reqts for licensing (to be included in licence conditions) or setting a higher standard? If setting the minimum, is a separate code of practice required?

If setting a higher standard, it could be similar to the CapitalHost charter for on-licenses. The Wgtn Licencee Forum have set this up and WCC is providing some support to it. There are some aspects of the CapitalHost charter checklist that could be applied to off-licences, eg aspects of the good neighbour reqts, responsible promotions, trading practices, information sharing. I understand the WCC checks the on-licenses that have signed up to the charter.

The checklist items would have to be tweaked for the off-licence environment, but could provide a basis for conditions.

One condition/code of practice reqt for off-licenses with carparks should be that staff actively monitor and stop the drinking of alcohol in cars. The Police have got permission from some carpark owners (eg New World Supermarket) to issue liquor ban notices, but the off-licensees should be taking responsibility. Once the off-licence is closed the carpark should be closed. If this became a standard part of the conditions, members of the public who saw that it wasn't being addressed, could log the call with WCC to inform its monitoring. All off-licence carparks could be subject to the liquor ban (so the Police don't have to negotiate with each licensee) so that if people still used them for drinking after the outlet/carpark was closed, a liquor ban breach could be actioned by the Police.

A good neighbour practice may be that off-licences work (in conjunction with Police/WCC) with neighbouring businesses with carparks to actively close carparks after the business is closed to reduce the potential for drinking to occur in those parks. I know it would reduce the availability of free carparks but as drink driving accounts for around 25-35% of all offences on Fri/Sat night, that would be a good thing.

It would be useful to have a summary of the different compliance reqts between on- and off-licences under the new Act and when these come into force.
