Deputy and representativity

Hello I'd like to start for next meeting a discussion about the fact to add opportunity to council member to name someone, inside or outside the association to talk in their name (ie. in the name of the represented member, not in the name of him/herself) when they're in vacancy.

To be more precise, it's not an additional voice, or the deputy should then get elected by the Assembly as a real council member.

It should bring flexibility and let members be on vacation without web connection, and still have their word.
I think we should have an official wiki page with Members and Deputies list

I agree, and to add to that I'd like to propose that votes made in loomio be carried over to the meeting if the person is not able to attend.

I would agree with this precision:
-- if the deputy is a member of the association, he will have the right of voting
-- if he is not a member, he can only talk
Because we have to be consistant with the proof period for new members: they have no right for voting.

I would make it mandatory to have a deputy be a member of the Association, otherwise I don't think it would even be legal with respect to french law.
