Soft freeze exemptions for 3.4

Polls regarding whether freeze exemptions should be granted for the 3.4 release.
Developers requesting a freeze exemption guarantee, that they will be fully committed to make any code introduced based on this exemption with extreme care throughout the bugfixing period and that they are available to fix any inconveniences introduced by them.
A freeze exemption is no guarantee for merging but rather a prolonged reviewing period, which will be used to guarantee only code of very high quality shall enter the QGIS codebase.

Feature freeze starts 2018-09-14
QGIS 3.4 release is 2018-10-26

Geometry validation functionality

Add an integrated solution to visualize geometry errors introduced in the current editing session and aid users to fix them.
Includes fixes for thread-safety and other code enhancements for the existing geometry checker code.

the earlier it is integrated the better for later versions. fixing geometry errors is one of the most annoying things.

Not an easy decision, but it's so huge facilitation for users (and quality boost for the digitized vectors), I believe most people involved in trainings will agree it's fully justifiable to have it it this LTR.

As much as I like the "geometry validation functionality" and would like to see it in QGIS, I think we should make a habit of delaying feature freeze. QGIS 3.0 should be an exception.

@luigipirelli I didn't find an explanation why the 4rth geometry checker implementation couldn't wait for 3.6
