Given that the responses to the last proposal were anti-toy and anti-book we should find something else to replace the library. Perhaps an internal bike-shed for all those endless discussions...

There doesn't seem to be a huge difference between a 'no' vote and a 'block' vote on a functional level. They just seem to be two different kinds of negative votes:
no: I do not agree to this specific proposal
block: I do not agree to this entire premise or discussion
