Simpler rules for accepting HF reimbursements
Should we replace the current rules for applying for HF reimbursement with the following:
* in order to obtain a reimbursement, the applicant should be endorsed by at least one core dev, in the limits of existing budget

Personally I don't see any problem with the current text. We could perhaps remove the 40 days part and add a bullet that says that devs receiving reimbursement should post a blog post (to the new official QGIS blog?).

I would also suggest that we would ask all participants who receive travel support, that they would write a blog post about what they did at the meeting.
