Justice system largely predicated on restorative justice and rehabilitation. As great a reduction of prisons as possible, and certainly no privatisation of them. This should prevent them being crime universities, for a start. A greater element of mental health assessment in the sentencing and handling of persons who commit crimes. A few good well-staffed prisons to handle the really criminal, and some secure mental health facilities for violently ill people who can't be helped by the healthcare system.
