Let's create a list of situations which are to be considered emergencies and thus can short-circuit a vote toward acting in response

A tree falling on the house, or other natural disaster that results in loss or potential loss of life or property.

I think running out of water is the first thing of this class. In the event of that happening no vote should be needed to purchase water. If there is money in the trust account (eventually special "emergency fund"), it should be paid from there. If not, residents implicitly agree to covering the expense in equal proportion. Thoughts?
