Contacting individually plugin authors

Let's decide about the possibility for the plugin administrator to contact authors individually in order to solve issues before publishing it.
The options are:
* continue as it is
* asking permission to authors to be contacted.

While (to me obvious), I agree with Tim, to make it explicit on current upload page. BUT implicitly it was already like this, so yes plugin authors could be BOTH individual AND as group contacted by us with plugin related email.

I think contacting individually is probably fine, but we should put a clear notice on each plugin admin page (upload pages, version manager etc) saying that by uploading a plugin to plugins.ggis.org the author agrees to be contactable for occasional notices from the QGIS team. Maybe it can also be added in to the plugin builder screen that ask for email address and as a comment in plugin builder generated metadata.txt
