I support this as a short-term fix. Sounds like it will be fairly trivial to implement, and incorporates most of the points raised in the discussion.

Sounds like a plan, just consider the use case where an admin clicks edit, someone votes, then admin clicks save.

Proposing we simply remove the edit proposal feature all together until we can consider and test it properly and re-implement something that addresses all the issues brought up in this discussion.
If people need to change a proposal, they can simply close it and raise a new one as a workaround for now.
