Need a Doctrine Formal Adoption Process

To be legit, we need a process to adopt formal doctrine, and should set a goal of having our initial doctrine approved by our SC within a month or two post-incorporating. We should also have a formal process articulated for how future changes to doctrine occur (which, we all agree, should happen... this could be something like an annual community-engaged rhythm of revisiting and revising.)
