We are hoping to increase the capacity of the secretariat by having more people join our endeavours. We want to set out the challenge, identify an approach and the implement that. This is where we take the decisions to do so.

I think this is a good picture for us to work from. Further detail will emerge as we keep thinking about this (inevitably).
