the site appears to be down. is anyone in touch with the owner of the domain? i know we talked about asking to take over the management of that site at the bikebike.org workshop.

Yes, the Alliance for Biking and Walking owns it and we've been meeting with them about it. Jonathan Morrison is currently trying to get the wiki back and I'm working on getting a new landing page up.
