Language settings for anonymous users

Now, when the requirements for translation are so high, looks reasonable to set an interface language for an anonymous user.
@eduardk I'm not sure what you mean. Loomio will detect a user's language from their browser, and they can change what language Loomio uses from their preferences page.
Invitations are sent in the author's language.
It might be a good idea to confirm language when people create their account.
I do not know how to do it easier / clearer. I see such options:
- use user's browser language settings
- the feature to change the language manually in the footer
- the feature to set the primary language for the group
- the feature to send a link to the group/topic with the language in it
