LET'S FINALIZE THE LIST OF CSO PRIORITIES FOR TRISTE 2017

What should be key priorities of civil society organizations working the area of environment, energy and climate change, to be addressed at the Trieste 2017 summit?

PLEASE NOTE WE ARE NOW ENTERING THE DECISION MAKING PHASE. IT WILL BE DONE IN FOUR STEPS.

STEP 1: Until Thursday noon, please feel free to suggest adding some other priorities to the following list. Feel free to intervene if you feel these priorities do not reflect the debate we had, perhaps some priorities should be slightly modified in wording, merged, or divided in two or more... Comment on this thread bellow.

STEP 2: After receiving your feedback through comments, we shall finalize the list on Thursday.
STEP 3: The list of priorities will then go on priority voting until Monday. Each participant on Loomio who joined the online consultations will be invited to prioritize among the options according to own preferences. This way, we will reach an agreement on what are the preferences of the group as a whole.
STEP 4: Following the decision on priorities, we will enter the phase of drafting a joint declaration. After a draft declaration is produced, we will put it on a brief discussion again here on Loomio.

As a group, we have so far defined the following list of CSO priorities for Trieste 2017 summit (note that the position on this list is random):

  1. CSO involvement in national reviews and work on implementation of Sustainable Development Goals (SDGs) Agenda 2030 – Goal No. 7: Ensuring access to affordable, reliable, sustainable and modern energy for all.
  2. Inclusion of MMR legislation (EU mechanism for monitoring and reporting legislation on greenhouse gas emissions and for reporting other information at national and EU level relevant to climate change) into the legal framework of the Energy Community.
  3. Monitoring the implementation of the Regional Hydro Master Plan in terms of quality control, data availability, and that the Plan is used only to approve so-called “no regret” projects for upgrade, or remedial work on existing hydros
  4. Air quality and fight against pollution, as the major threat to the economy and health of the citizens of the WB
  5. Linking green jobs, youth unemployment and energy efficiency, based on the principle of “no regret” projects financing and the interlinked issues of energy poverty youth unemployment, and energy inefficiency. Focus on building regulation and use of solar and targeting resource for energy efficiency upgrades and attendant training up-skilling for young people.
  6. Request for EU Commission’s DG NEAR to fund an assessment study, a technical, legal and policy study on (1) the inclusion of renewables into the grid; (2) addressing the issue of technical limits for wind and solar energy; and (3) the effects of the system conversion from centralised to decentralised.
  7. CSO advocacy for the implementation of the Sustainability Charter from Paris 2016
  8. CSO advocacy for doubling of financial contributions of WB6 aimed at energy efficiency in the region within the Berlin process, as well as for taking environmental protection into account as a must while planning investments (application of SEA and EIA criteria).
  9. WB6 countries and governments must pledge to invest in ecological transition in energy and transport, with the goal of cutting emissions by 80% up to 2050.
  10. Adopting and promoting the circular economy model of production in WB6 as the best model for undeveloped countries
  11. Energy poverty eradication through increasing residential energy efficiency and decreasing air pollution, as issues that combined represent one of the most pressing issue in all WB countries in terms of households and individuals affected
  12. Urban agriculture, as an overarching issue that includes energy consumption and climate change, as well as green jobs for unemployed and youth
  13. Ratification of Paris Agreement in the Western Balkans
  14. Promoting and focusing CSO resources on direct action, stimulating and inspiring a stronger link between think-tanks and grassroots, in parallel to policy making

  1. To combat the extreme air pollution issues in our region we call on the Governments to undertake Source Apportionment Studies (SAS) for each pollution hotspot in the region by end 2019. As a general comment I think some of these points could easily be edited together and especially to link SMART targets with more aspirational ones... Energy Poverty being cases in point. Probably a single "Climate" request with MMR, Energy SDG and Paris at least...

Excellent list and I would ( We EcoDev) just suggest a few things:
We rather put the following point 13 first on the list:
13. Ratification of Paris Agreement in the Western Balkans
Some information that you mentioned is derived from this document, and once signed it is a legally binding document for all parties that will enable the further implementation of several points on the list. -This only a technical comment-

We would perhaps broaden further the scope of point 10: “Adopting and promoting the circular economy model of production in WB6 as the best model for undeveloped countries” - with: - environmental fiscal reform – subsidies for green companies/green employment/innovations. We know all that those green products are more expensive than the traditional ones and the governments should stimulate the circular economy in that way. Green procurements are also welcome here. Environmental policies should be also aligned with employment e.g. definition of green jobs for further statistical monitoring in order to determine the GDP contribution of the green jobs in the economy.

Hi everyone my background is housing and I see as very important the renovation of multifamily housing buildings as a big potential for Energy savings. Energy savings measures cost less than other EE measures. I couldn't find something for this issue. In Kosovo just started a project for HOAs Implementation as a key measure for general renovations in Multi family housing buildings from WB. I think is interesting sharing the expiriences in this field.
