real-time discussion platform
as a bazaar-style open source project, how we communicate is important to how accessible and transparent we are.
currently we are using HipChat, as is the current standard for Enspiral. since HipChat is closed, it means only Enspiral "contributors" can join our chat.
how do we feel about using HipChat? how do we feel about moving to a more open real-time platform like IRC, as is standard for open source projects?
Just FYI you can put anyone on our Enspiral hipchat technically, they don't need to be contributors. But I suppose it would be a bit weird if we're going to have lots of Open App people who aren't involved with Enspiral. Probably go with IRC.

Some people are already there, but though I may as well whack up a proposal to formalise our decision to use it! :P
